In 2014 the UN Secretary-General adopted a policy change concerning the personal status of staff members for the purpose of administrative entitlements under the Staff Regulations and Rules. The policy states that the entitlements of staff members will be determined by reference to the law of the competent authority under which their personal status has been established. In line with the above policy adopted in 2014, in September 2016 the United Nations Pension Board endorsed a new policy recognizing all unions according to the law of the country where the union took place, not the staff member's country of nationality: “The Pension Board has extended the interpretation of marriage to unions/registered partnerships lawfully entered into and legally recognized by the competent authority of the location where the status was established as long as the union confers similar legal effects as marriage, specifically including pension rights." There is substantial biological evidence for the diversity of human sexualities and for sexual orientation in particular, with studies consistently finding a genetic component to same-sex orientation. Studies in the epigenetics field demonstrates that it is possible for same-sex orientation to be ‘genetic’ in nature, while at the same time also being affected by the intrauterine and extrauterine environments - providing a plausible and testable explanation as to why there is discordance in identical twins regarding not just their sexuality, but other traits as well. At the request of the NIH, the Institute of Medicine convened a consensus committee on LGBT health issues, the resulting publication in 2011 shows the committee found there is evidence that the health status of LGBT populations are affected by access to healthcare, elevated levels of violence, stigma, discrimination, harassment.
