According to 2009-10 FHSAA Rules About a pitcher warmup area inside the fence during live play:  There must be 3 persons occupying the area which include pitcher, catcher, and a protective person.  The protective person may be either a player or coach but must be present.  All players must wear a helmet.   Exception: A pitcher who is facing the field of play and can see all playing action may elect not to wear the helmet.

Explanation

But after discussion with FHSAA, this exception which does not appear in the Officials Guidebook will be removed from the manual for the 2010-2011 season. FHSAA would rather we rule on the side of safety and have the pitcher wear a helmet no matter what direction she is facing.

2. B1 bunts and the ball stops out in front of home plate. B1 drops the bat which rolls into the motionless ball.

Explanation

Casebook: Page 48
7.4.13 SITUATION: B1 swings and ... (c) while advancing to first, drops the bat in fair territory and the bat, while still moving, hits the ball. RULING: In (c), the batter is out and the ball is dead.
My Note: all runners return to the base occupied at the time of the pitch.

Submit
3. With R1 on 3rd and no outs, ball four is issued to B2.  F2 immediately returns the ball to F1.  F1, is standing with both feet in the circle, makes no play toward either runner and just stands there with the ball in her glove and both hands at her sides.  R1 took her lead and stops. She stands motionless off the base watching B2 moving slowly to 1st.

Explanation

SECTION 7 (F.P.) LOOK-BACK RULE (Page 67) and CaseBook Page 64.
ART. 1 . . . The look-back rule will be in effect when the ball is live, the batterrunner has touched first base or has been declared out, and the pitcher has possession of the ball within the pitcher's circle. (2-45)

In NFHS, the look-back rule was changed several years ago and does not take affect until the batter runner reaches first on a walk. Therefore, R1 may stand motionless off the base with liability of being tagged out until the batterrunner reaches first.

If you toiled over the "delayed dead ball" vs. "dead ball", the penalty for being motionless off a base once the look-back rule has taken affect, is an immediate "dead ball" and the runner is out.

Submit
4. With R1 on 1st base, B2 hits a fair ball to F8.  B2, in rounding the double first base hits the inside portion of the white bag and decides she cannot make it to second safely.  B2 then returns to the colored portion of the double first base where she is then tagged by F3 with the ball.

Explanation

Casebook Page 67
8.10.1 Situation A (Part C): B2 may touch either the white or colored portion when returning to 1st base.

Submit
5. Team A is using 10 players in its lineup, with the DP-L.Jones batting third. FLEX-B. Smith is playing right field and is a very fast runner.  In the first, third and sixth innings, DP-L. Jones gets on base and, in each case, the FLEX-B. Smith is put in to run.

Explanation

Casebook Page 25 Rule 3.3.6 Situation E
RULING: It is legal for the defensive position player (FLEX) to do this since she never left the game. However, it
would be illegal for the starting DP-L. Jones to return to bat in the sixth inning. This is a violation of the re-entry rule.

Rule 3.3.6d Page 32
The DP may be substituted for at any time by a legal substitute or the FLEX may play offense for the DP. In either case, the DP will leave the game. If replaced by a substitute, the DP position remains in the lineup. A starting DP may re-enter one time, provided the DP returns to the original position in the batting order.

(My Note) Therefore you now have an illegal substitution when L. Jones came to bat. The penalty: call the batter runner out and eject her.
