Naturalized immigrants have to pass a civics test on their way to earning citizenship and the right to vote. Why do native born Americans get a pass in this regard? There's ample evidence that growing up in America doesn't mean you understand the system well enough to participate effectively. We require a driver's test before issuing a license. . . Why isn't there a civics test before issuing a voter registration card?
