About Company

The Kentucky Division of Substance Use Disorder Prevention, part of the state’s Department for Behavioral Health, develops and enforces programs to combat tobacco and nicotine misuse. One key initiative is the Tobacco Retail Underage Sales Training (T.R.U.S.T.) — a free, statewide program focused on educating store clerks and owners on federal and state tobacco laws. Since 2012, over 6,000 retail clerks have been trained under this initiative.

About KY

Problem

To curb rising underage access to tobacco and vape products, Kentucky needed to scale its retailer training program across 120 counties. Compliance with evolving federal and state laws demanded a flexible, measurable, and data-driven solution.

  • Needed a reliable way to educate thousands of tobacco retailers statewide.

  • Required a solution that could test knowledge and track compliance with FDA guidelines.

  • Previous systems lacked robust reporting or the ability to analyze quiz performance.

“We did look around. The ProProfs option allowed us to easily generate our data reports... It just seemed like the logical choice.”

— Steve Cambron

Solution

Using ProProfs Quiz Maker, Kentucky implemented an online test following their tobacco training program. This included:

  • FDA-Compliant Knowledge Checks: Automated certificate generation for scores of 70% or above.

  • Demographic Data Collection: Captured clerk/store type, region, and prior training history.

  • Flexible Report Generation: Allowed quick access to training completion stats and missed question analysis.

“You can go in and just with a couple of clicks generate a pie chart or a graph... I don't have the time or technical know-how to try to do that in Excel.”

— Steve Cambron

Result

The ProProfs-powered system enabled Kentucky to scale training, track learning outcomes, and refine content through:

  • Statewide Adoption: Over 6,000 clerks trained; one major retail chain now mandates the training.

  • High Compliance Rates: One retail chain using the training achieved a 98% federal compliance rate.

  • Targeted Outreach: Geomapping data helped identify low-participation counties for future marketing efforts.

  • Content Quality Improvements: Analytics revealed confusing quiz items, prompting clarity updates.

“We use it for quality improvement — it improves the quality of our content, our outreach to retailers, and our reporting to federal funders.”

— Steve Cambron
