Just like any flower or plants, there are different kinds that can withstand cold weather. These herbs can survive cold climates. They include mint, sage and chives. They won’t grow in the winter, but they are perennials and will come back in the spring. Some other herbs that are hardy to cold weather include thyme, oregano and lavender.

However, lavender can survive cold weather, but too much snow may kill it. The excess water can present a problem to the lavender. If you live in a snowy climate, then you can still plant lavender, you would just need to plant it in an area that drains very well. The soil should be able to be made to drain complete on its own.
