The Declaration of Independence was created on July 4, 1776. It served as the statement of the second continental congress that they regarded themselves as 13 independent sovereign states that were no longer under British rule. One of the things covered in The Declaration of Independence is the issue of how the government should obtain power.

The Declaration of Independence states that the government should obtain power from the consent of the people that are being governed. This gave clear indication from the beginning that the United States government was meant to give the people being governed a share in the power.
