NTSC stands for the National Television System Committee, and PAL stands for Phase Alternate Line. The significant distinction between the two is the compatibility with older television sets. The NTSC version only works with NTSC tv sets, while the PAL version can only work with PAL tv sets.

Another variable is that the older PS2 and PS1 games are also coded as either PAL or NTSC. Even if you possess an NTSC tv and PS3, having a PAL PS2 or PS1 game would not be capable of playing in the system.

You must have all three under the same specification so that you can play the game. NTSC uses a lower resolution, but the outputs video is around 50fps. PAL PS3 has a higher resolution at FPS4. There are tv sets which can support both systems.
