Gandhi is very aggressive in the game because he has had a hard life and has held it all in for so long, he is letting it out. He spammed into propaganda so much, he was simply "had". The story could ring true for many of us. He was just pushed over the edge and now is like a volcano waiting to explode. Actually, it was due to a bug but it also plays right into the game. He is paying everyone and everything back for his awful past and now is dropping nukes like crazy. Sounds familiar? That is true for many people today.

He once had pretty low aggression but he just took all he could take and is now to be feared. The thought behind the sceanario is that we should not let things build up or we will eventually be in trouble and will affect all of those who are around us. Ghandi sure does. He is a jerk and that is the reason why...he once had a low aggression score and now is letting it all out. Let's face it though, Gandhi makes the game more fun because he is who he is.
