Confidentiality Overview The first federal standards to protect the privacy of individually identifiable health information became effective on April 14, 2OO1. Health care providers covered by the new rules were required to be in compliance with the regulations by April 2003. These standards, known as the Privacy Rule were created by the Department of Health and Human Services (DHHS) in response to the United States Congress' passage of the Health Insurance Portability and Accountability Act (HIPPA) in 1996. Although accreditation organizations have maintained standards for release and use of confidential information, the Privacy Rule for the first time creates national standards to protect private and personal health information. Confidentiality requirements involve many areas of an organization's operations and practices.
