It may seem unusual to call a conflict with an opposing country as a police action because police actions usually involve people within the same country and not a government from another country. However, this conflict must be categorized as something besides a simple conflict. Instead of it being a major conflict, then it is a police action. Neither country has declared war on each other so it can’t be a major conflict associated with war.

Instead, it is an action that must be dealt with average citizens from the police. This allows the police and possibly the military to intervene, but when the military intervenes then usually it is because two countries are at war and not during skirmish between people within the country.
