Federal regulations stipulate that federal funds can never be used to eliminate existing jobs. Using CBFWS students in ways that allow the employer to eliminate a paid position, whether it is currently filled or not, will be considered a federal violation.
Explanation
To employ CBFWS students, all persons supervising students at your agency must take and pass the training quiz.
CBFWS jobs are not eligible for overtime. Students should work an average of 8-10 hours per week, and generally no more than 20 when class is in session.
Every employer has their own attendance policy. CBFWS students who are expected to honor your agency's attendance policy, and all other policies relevant to them, must have those policies articulated and explained. They must also be clear about the consequences of violating your agency's policies.
Timesheets for CBFWS students are official documents that direct the flow of federal funds. Only non-student, paid agency staff, who can verify the accuracy of the timesheet, are authorized to verify and sign off on them. No circumstances, not even a possible delay in a student's paycheck, permit the loosening of this requirement.
With relatively few spots for CBFWS employers, we can only offer spance to those who actively participate in the continuous improvement of the program.
Students must have a federal work study award as part of their financial aid package. We do not set guidelines for the students' GPA (although we prefer them to be passing classes). Students do not need a car to participate in the CBFWS program. Our office can provide students with RTA passes to agencies that are more than 1 mile from campus.
Since the Federal Work Study program is subject to federal rules and regulations, students and employers should ensure that timesheets are submitted on or before the due date listed on that particular timesheet.
Federal regulations permit CBFWS students to help 501(c)3 organizations raise funds. Federal regulations also permit CBFWS students to support the provision of secular services (food, clothing, tutoring, etc) to people in need, no matter the religious orientation of the organization, because that benefit goes to the people in need. But any employer whose CBFWS students are paid for work that tries to influence people to join a religious organization or adopt its stance on a social or political issue will be found in violation of federal regulations.
Failure to include student travel time on their time sheets is a federal violation.
Employers will be billed for any amount students earn that exceeds the awarded amount.
The chart allows for 15 minutes each way for a total travel time of 30 minutes. Add this 30 minutes to the 4 hours the student worked, and the total is 4 hours 30 minutes or 4.5 hours.
This year, our office will not be using Employola for CBFWS students and employers. All job offers and acceptances will come through OCELTS.
Every CBFWS employer requires different training for student workers. Employers must, therefore, provide all student training and orientation.
CBFWS students should learn the issues your agency tackles, from how the issues create the symptoms we see around us, to the daily practices that make a difference. Neither you nor the students need to divulge personal information such as how you came to work for the agency.
This year, OCELTS will do the initial recruiting of CBFWS students. We will also be sending targeted advertisements to students before the academic year begins.
