Allow for more than one administrator. A typical organization may have a couple of IT administrator, a couple of Fiscal Administrator, and a couple of Training administrators.
The IT administrators are there to support any technical issues and there should be two for backup purposes e.g (shifts,vacations,leave)
The Fiscal Administrator so they can deal with account issues and receive notifications when the account bills are due or overdue. Same reason to allow more than one.
The Training administrators should be able to deal with setting up courses, instructors, and be able to approve all content. Same reason to allow more than one.
