He's using a non-SMS messaging service like iMessage on his phone. These use data rather than the texts allowance on the goodybag and so don't trigger a notification.
He's mistaken and in fact he has the notifications off.

I don't know the answer for Android, but the same problem exists on an iPhone and it can be fixed by doing X, Y, and Z. Maybe similar steps will work on Android, can you try and let us know?

That app works fine on iPhone, maybe you should get a new phone because Android sucks.
