You overload all of your ECM modules and apply all of them to a target that you have failed jamming.
You separate your jammers into groups and apply 2-3 to one target, 2-3 to another, and so on.
You lock all targets that you can jam, apply one jammer to each target and allow your modules to continuously run cycles on them.
You tun off auto-repeat on jammers and apply one jammer to target. If it didn't get jammed apply second module and so on. If it did get jammed apply second module to next target.
You jam a target only every other jam. Once it has been jammed you apply the jammer you used on it to another ship for a cycle and don't immediately jam the same target again.
