An outbreak can occur at any minute. Most of the time when someone hears of an outbreak, they think of a disease. There is not a limit for the number of people who got the disease to be considered an outbreak. The more severe the disease, the fewer people have to get it in order for it to be thought of as a serious situation. On the other hand, if many people acquired a disease or several people in a certain area got a disease that could be considered an outbreak. For instance, there was an ebola outbreak around the world because the disease was highly contagious and very life-threatening.
