This particular description belongs to the New Jersey Plan. According to Wikipedia - which is a great way to start your research - the New Jersey Plan was a response to the Virginia Plan, which would have had one house with representation according to how populated the states in the nation were.

Understandably, small states didn’t want to go forward with this plan because their input wouldn’t have as much say as they wanted. After all, the whole reason they rebelled against Britain - well, the reason that set them off - was that the taxes were being levied without their input.

So, the New Jersey Plan was created to ensure that the small states got as much input as the big states.
