Is it true or false? A friend from school observes another friend being harassed.  Even though the situation involved the two of them being friends themselves, the observer can be considered a victim in this case.

Isn't it called a "witness" not a victim

True

The victim does not have to be the person being directly harassed but can be a person observing the behavior and who finds the behavior offensive.
