They want him to contribute some money to save to care for the poor. They were businessmen who were seeking charitable donation to provide the poor with food and comfort at Christmas. Scrooge refuses to donate, so as they are leaving, Bob Cratchit slips him some money.
It was a lovely gesture considers that was a nice gesture considering that he does not have much money, Scrooge was very cold-hearted. He that deaths among the destitute would decrease the surplus population. He did not want to give money to people who did not want to give money to people who did not want to work.
