When a patient is going into respiratory failure, the first thing that the health care provider must do is administer nebulizer treatment. This will help the patient breathe and will improve the oxygen saturation until the physician arrives.

The urgent need is to stabilize the patient and to maintain his oxygen delivery until the respiratory therapists arrive. Moreover, you need to make sure that there is a personnel with the patient at all times. This means that you need to alert other nurses to call for help so that you can manage the patient on an immediate basis, which is important for his survival.
