80%-it may be hard to believe, but 150,000 miles of waterways in missouri including headwater streams, many lakes, and intermittent bodies of water, etc. carry the state designation of unclassified. this means unclassified means no designated uses assigned to them under clean water act. on, default use should be swimmable/fishable but state feds said assign default uses to all its waters, but dnr has yet to do that. lawsuits assigned to this. without default uses, not monitored and permitted by state, so clean water act doesnt govern those streams only state in entire country that have this system.
