According to the Acts of the Twenty-Eight Congress of the United States which was held at the City of Washington in the district of Columbia on December 02, 1844 until March 03, 1845, Statute II, Chapter 1 which is “An act to establish a uniform time for holding elections for electors of President and Vice President in all the States of the Union” states, “Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That the electors of President and Vice President shall be appointed in each State on the Tuesday next after the first Monday in the month of November of the year in which they are to be appointed xxx”. This is why the 2016 election was held last November 08, 2016 because the first Monday of November was November 07, 2016.
