Why are iron and manganese undersirable in water?

If they can cause undesirable color and promote growth of bacteria isn't there an additional cost to treat the water? If there is an additional cost to treat the water doesn't that increase the cost to the consumer? If the addied cost to treat the water is directly related to the presence of iron then all answer are correct including C -The can cause increases in water-use rates.

Please explain how C would be incorrect .Thank you
