Mowgli was actually found in the jungles of Madhya Pradesh in India. He then started growing up naked because this is how the other animals are. They did not need any clothes. The wolf mother and father called him Mowgli which means frog because he does not have any fur.

He also cannot keep still as he finds himself wanting to explore all the time. Shere Khan the tiger wanted to kick out Mowgli or to get Mowgli but the wolves refused as they are already treating him like their own son. What they did was to make Mowgli act like a man and go to the village where men live in order to survive.
