Option A - Do you agree with the saying, "All is fair in love and war"? Is the correct option.

Option B is wrong because the question is not part of the quotation so the question mark is suppose to come after the quotation not with the quotation.

C and D are also wrong, a comma (,) is suppose to come in before the quotation and the beginning of the quotation is suppose to be capitalised respectively.

Do you agree with the saying, "All s fair in love and war"?

The question doesnt apply to the quotation - it is part of the sense of the sentence, so the question mark goes outside the quotation marks.
