Some directives are enforceable between private parties even if the directive itself is not correctly implemented since they impose substantive rules contained in the treaty (brunnhofer)some directives may reflect general principles of community law and thus be enforced against general individualsmangold: principle of non-discrimination on grounds of age is a general principle of community law although ecj said mangold could apply to all types of discrimination. bartsch: if area not governed by law to protect individuals that mangold does not apply.
