Australia-australia. according to the united nations framework convention on climate change, in 2003 australians led the world in greenhouse gas emissions with 26.1 tonnes of carbon dioxide equivalent (co2e) per person. the us came fourth with 23.4 tonnes co2e/head, edged out by canada and luxembourg with 23.5 and 24.9 tonnes co2e/head respectively. japan (10.5 tonnes) and norway (12.1 tonnes) are in the middle of the field of per capita emitters. in terms of total greenhouse emissions, the usa is the world leader, producing 23.5% of the worlds energy-related co2. china and europe follow, with 14.6% and 11.6%
