The answer to this is B. The computer does not need to be restarted whenever you would place a USB device. This is a well-known fact because a lot of people use USB devices in order to save their different documents especially if they do not have a lot of space in their computers or laptops.

People also use USB devices whenever they would like to play different movies and songs on their computer without saving movies and songs on their computer. It would be very inconvenient if A is true so it is a good thing that it is not.

When you need to add or remove them to your computer, you can simply plug it in to add it then remove it safely by right-clicking on the USB icon that will appear on the lower right area of your taskbar.

Your computer does not need to be restarted in order to add a USB device.

USB devices are completely capable of being hot swapped, which means that you can add them and remove them without shutting down or restarting your computer.
