The computer does not need to be restarted whenever you would place a USB device. This is a well-known fact because a lot of people use USB devices in order to save their different documents especially if they do not have a lot of space in their computers or laptops.
People also use USB devices whenever they would like to play different movies and songs on their computer without saving movies and songs on their computer.
When you need to add or remove them to your computer, you can simply plug it in to add it then remove it safely by right-clicking on the USB icon that will appear on the lower right area of your taskbar. So, not yet is the time where you will see USB technology disappearing.
