It means via STAB.

I have a problem with this question, most notably because of the "who will deal more damage to identical enemy Pokémon when using Dig?" part. If you're attacking an identical enemy Pokémon, then Dig would be more effective, and by that means deal more damage, to the Pokémon whose type is not the same as the move. So, if we have a Diglett using Dig on another Diglett, then he's going to deal less damage than a Raichu that uses Dig against another Raichu. Am I wrong, misreading the question, or is the question just misleading?

Diglett

Digletts Dig will be stronger than Raichus even if they have the same stats and ability. Digletts Dig is given more power due to STAB (Same-Type Attack Bonus). This means that Diglett (ground) will get a damage bonus when using any ground-type move, such as Dig. Raichu is not ground-type, so he does not get this bonus. And, for a fun fact, Raichu can learn Dig by TM. Dig is TM28 in all generations so far.
