According to the pages 76 and 77 on the NJ DRIVER MANUAL, "A handheld cellular may be used only in certain emergency situations, which include:
-FIRE
-TRAFFIC ACCIDENT
-SERIOUS ROAD HAZARD
-MEDICAL EMERGENCY
-HARZADOUS MATERIAL EMERGENCY."

So the correct would be both A and B.
