Biff had a lot of opportunities in order to do better in school. He was given a chance to be tutored and to improve his grades but he was influenced by Willy. He lost his will in order to do better.

Since he did not finish high school, he obviously cannot go to college because this is one of the main requirements before a person can be accepted into college. He may still have had the chance to improve his life but he found out that his father was having an affair. It seemed that things were not just going well for Biff in the story.
