In our day to day life, we normally use percentages to describe the amount or quantity of things relative to its whole portion. For example, if we want to describe half of a pie, then we can say that it is 50% of the pie. Percentages are the ratio of things that are expressed as fractions of 100, thus for percentages, 100% is equal to the whole amount.

On the other hand, decimals are used to describe portions of a whole that is equivalent to 1. Using the same example above, half of the pie is expressed in decimal as .5. So, in general, percentages are expressed as 100 times the same amount it is expressed in decimals.
