Who provides the locations of return air grilles shown on drawings?

Both the interior designer and the mechanical engineer

Although the mechanical engineer designs and locates the ductwork along with the supply-air diffusers and return-air grilles, the portions of the mechanical system that are exposed on the ceiling, like the return-air grilles, should be shown on the interior design drawings.
