What do the first two numbers of a French phone number and the last two digits of a French license plate indicate?

The correct answer to this question is A. A département is an area within a larger region of France, used administratively to organize people and places. The digits 01 through 05 are all linked to départements in French telephone numbers. The location of the département code has changed on the French license plates over the past 15 years. When the government wanted to take the département codes off of the plates, people were upset.

Realizing there was an emotional attachment to départements, the government decided to put the codes in small blue boxes on the far right of the plate. The number on plates goes from 01 to 90, with three digit codes in the 900s for French islands.
