What is the transition from one phase to another (in a project's life cycle) marked by?

The transition from one phase to another phase in a project’s life cycle can be marked by technical transfer or handoff. Usually when a project is ready to pass from one phase to another phase and perhaps (but not necessarily) from one hand to another a technical transfer or some sort of handoff can be observed within the process. The PMP or the initiating process group has a guidelines book that provides a list of critical activities that need to be performed before even planning and executing a project.

The PMP categorizes project management processes into 5 groups. The book can be quite helpful in not only getting a project off the ground but in taking said project through its life cycle as well.
