Violation of HIPAA and subsequent breach of an unsecured PHI results in disclosing the PHI in a conversation with a third-party. This disclosure is conventionally with someone outside the Health Department. Some other effects include the release of a copy of an unauthorized recipient’s record.

HIPAA which stands for Health Insurance Portability and Accountability Act was passed into law by the United States Congress after an assent by the then President, Bill Clinton. It was enacted on the 21st day of August, 1966. It was meant to protect the health workers and other members of their family in the event of losing their jobs.
PHI which means Protected Health Insurance is an information database that covers the health information of individuals under its insurance.
