He is considered to be one if not the greatest leader during his time. He is a very stable emperor who treated his people like his children which means that B is the right answer to this question. He is known to be a patron of Buddhism and he managed to spread this religion to other kingdoms.

It was evident that people were respectful to him and he was able to give the leadership that people needed at that time. It was not a surprise that right after his death, the empire that he built started to decline because the other people and other rules were not quite like him.
