What would be the flow rate for manually regulated IV using the drops per minute? Ordered: 1500 mL 0.45% NS over 12 hours, tubing is 15 gtt/mL.

Using dimensional analysis: always round drops to nearest whole number, unless specified otherwise.

1500mL x 15gtts x 1 hr = 22,500 = 31.25 = 31 gtts/min
12 hr 1 mL 60 min 720

since you cannot set pump to 0.25 of a drop, you must round down
