This system was implemented on May 20, 1785. It was a standardized system that allowed settlers to purchase farmland in the wide areas in the undeveloped west. It was the land policy, until another act was approved, the Homestead Act in 1862. The system was developed with special diagrams and an organized distribution. This was to ensure an orderly system of development in the Northwest Territory.

Ultimately, this led to better development of the area and a refined and orderly population development, instead of the disordered havoc that could have resulted otherwise. The proposed arrangement consisted of seven north to south rows of township, which were declared open for settlement.
