Overall, yes.

Goosebumps occur the most in people after sneezing. In a moment, the person doesn't have control over their response to this stimulus. The sensory nerves also feel irritated through the cold and give impulses to the brain concerning the temperature. As a result, the nervous system provides the person with a brief feeling of anxiousness, and this causes the goosebumps to form.

When someone sneezes, they inhale a mound of air. That gust of air immediately follows this action through the nose and mouth. Sneezing induces involuntary responses and creates goosebumps.

Based on what I have heard from a lot of people, I'm convinced enough to say this happens to everybody. We all get goosebumps on our bodies whenever we get exposed or whenever we subject ourselves to any of the conditions that will cause them to be formed on our bodies. The only exception is that the degree to which we experience depends on how we easily get emotional. Having a strong feeling about something is one of the ways through which we get goosebumps on our bodies.

Some people get goosebumps almost every day, while some only experience it once in a while. We are all emotional beings, so goosebumps are meant for every one of us. Another way through which you can easily notice goosebumps on your skin is when you are feeling cold. The feeling you're having when it is cold will cause the muscles that are connected to the hairs on your skin to contract, and this will cause your body hairs to stand up.
