The stable version of Android 10 is officially out. It was launched on September 3, though different beta releases of the operating system have been released. The beta release was named Android Q before it was later changed to Android 10.

The first beta of Android 10 was released on March 13; the second beta was released on April 3, the third beta of Android 10 was launched on May 7, the fourth beta of Android 10 was released in June. They all came out under the name 'Android Q.' I think this became necessary for them to identify possible glitches and bugs that might eventually rubbish the operating system. This is the latest OS from Google.

Yes. It 'rolled out' on September 3rd. Dark theme, full-screen gesture navigations, and enhanced stable android 10 are new and available for the google pixel and the essential phone update. Android 10 includes full-screen gestures to the system.
