The effect that skipping school has on a child’s school achievement is worse than the effects of a child with multiple medical excuse notes.

The ONLY difference between a child who is truant and one with excused absences is that the child who has excused absences is not subject to any consequences for those absences. A child who is excused excessively by blanket notes, open-ended notes, or notes when not seen by a is a child who is behind academically in the same way that a child skipping school would be, but the school and courts have no way to negatively reinforce the behavior.
