The correct answer to this question is the National Inspection Council for Electrical Installation Contracting. This organization is based in the UK. It is one of many that regulates electrical enterprises. It regulates the training and works that those enterprises carry out. It operates under the approval of the Government, which allows them to have Competent Person Schemes.

These schemes look after the work done in the electrical industry. The National Inspection Council for Electrical Installation Contracting was formed in 1956, and its headquarters is in Warwick House, Houghton Hall Park. It consists of many guidelines in place to ensure the electrician is an approved contractor, like taking competent tests and having a certain amount of public liability insurance.
