One of the attributes of a sovereign state is that there must be a set of laws that are guiding the conduct of the government, pubic officials, individuals, and private organizations so that the most privileged ones are not oppressing the less privileged. Law can exist in various forms; it can exist as an act or a regulation. Both act and regulation might seem very similar but there some differences between the two.
