Jabbering can be un-understandable talk, like when a baby rambles words. Or, in computer terms, it refers to the obnoxious noise that is mde when the interface of a network card (NIC) or another computer related device is making a noise like generating a constant stream of unwanted sounds and signals that can bother the communication that's going on between two people or interferes with other devices on the same network.

Ethernet network, the frame length maxes out at 1518 bytes which amounts to 18 bytes of overhead and 1500 bytes of payload. Jabbering is definitely not a good thing!
