Can we say that parents should be responsible for their children's crimes?

Many argue that parents have a responsibility to their child until at least 17. This responsibility includes safety and upbringing of the child, so if a child commits a crime, it shows that the parents did not have regard for the child. If the child is a rebel, they believe that the parents should restrict the child and if the child continues to carry out illegal activities they should turn them in.

Those that think parents shouldn’t be held responsible believe that some parents are very good and they teach their kids properly, but some children hang out with the wrong set of people that the parents don’t even know about, some kids even sneak out of the house without the parents knowing. How is the parents supposed to know or be blamed for such activities?
