3.Aggravate large groups more than small groups. THis is because "free-riders" are defined as people who seek to benefit from the actual groups work that represents their interests in government but don't actually do any of the work themselves to achieve the groups goals. However, selective benefits are offered to specifically and only actual group members such as travel discounts, information publications, and special insurance policies for actual group members, and not free-riders so more free-riders or every potential group member not an actual group member to join the actual group to eliminate this free-riders problem as Olson's law describes, particularyly AGRIVATING LARGE GROUPS. that is why
