Phrases separated by a semi colon should be able to stand alone. That is not the case in this sentence. The phrase "however the side... can not stand alone, therefore a comma should be used, not a semicolon.

The library s main entrance is blocked by scaffolding; however, the side door is open.

The original sentence contains a comma splice.
