Zoran Lazarevic is the best Uncharted villain because he is brutal and unapologetic in his way of killing. He kills everyone from innocent villagers to a cameraman named Jeff. He even stabbed one of his men for taking an artifact from an excavation site, and he shoots someone to prove how badass he is.
He also has a hardcore scar on his face, which is the hallmark of a good villain. He is ruthless, sadistic, ambitious, and power hungry. His role models are Hitler and Stalin and he has no compassion for human life, as he has killed and tortured so many people.
