Bustling is a participle because it modifies the predicate noun "city".

Participle. bustling describes city, and if you put "the act of" in front of bustling, it makes no sense at all.

I believe this answer is marked incorrectly. It should be participle since it is serving as an adjective modifying city. A gerund serves a noun, so that answer doesn't fit here.
