It is not entirely clear why the US military chose to use the M4 carbine instead of other rifles such as Heckler and Koch HK416, but I imagine it has something to do with deals made with weapons manufacturers.

The US military may have gotten to M4 carbine at a reduced price, or they may have a contract to purchase bulk weaponry from certain manufacturers over others. The M4 carbine does offer variability and can be used as a semi-automatic weapon or a three-round burst, which may add to the appeal.
